The Learning and Skills Council has defined Personal and Community Development Learning (PCDL) as:
“learning for personal development, cultural enrichment, intellectual or creative stimulation and enjoyment. It is also learning developed with local residents and other learners to build the skills, knowledge and understanding for social and community action. “
The government’s intention is that access to PCDL provision should be open to everyone, and that the PCDL offer should have something for a wide range of learners. It wants those learners that can afford to pay a reasonable fee for their learning to do so. Whilst it is expected that there will be fee concessions for those who cannot afford to pay the full fee, and lower cost provision for those who have benefited least from the education system so far, each provider will manage their own criteria for doing this. Additional income may be generated by PCDL providers, though it is expected that monies will be used to develop new and appropriate learning offers. It is also assumed that some kinds of PCDL provision by its very nature will remain free to the learner.
PCDL Locally
In Doncaster the LSC has brought together a number of partners including learning brokers and learning providers to advise on how PCDL funding can be best utilised. This group will continually map existing PCDL provision and make recommendations for the planning and delivery of future provision by informing the local strategic planning group.
At the PCDL meeting in September 2008 the group agreed to develop a 'Resource Bank' held within the Learning Gateway web site to provide members, Learning Gateways and local training providers with a range of resources to continuously improve service delivery.
